The City Treasurer is an elected official and serves as the Treasurer for the City, the Community Development Commission, the Oceanside Harbor District, and the Oceanside Public Financing Authority. The City Treasurer works cooperatively and collectively with the City Financial Services Director (a Deputy Treasurer) and the City Manager. The City Treasurer coordinates and serves as the ex-officio presiding officer of the City of Oceanside Citizen Investment Oversight Committee.

The Treasurer's Office performs the daily cash management of City funds, including those of the Community Development Commission and the Oceanside Harbor District. The Treasurer's Office oversees the day-to-day management of the City's $500-million-plus investment fund, ensuring this fund is protected, ample liquidity to meet the City's budgeted expenditures is maintained, and optimal investment income is generated within the parameters of prudent risk management. As part of its daily cash management responsibilities, the Treasurer's Office invests inactive cash deposits in accordance with the City's City of Oceanside Investment Policy.

As part of its investment program, the Treasurer's Office utilizes efficient and effective cash management tools to ensure that the City's funds are fully invested on a daily basis. Also included in the investment program is the development and monitoring of the City's investment policy and the timely reporting of all investment activity.

In addition to the investment of the City's funds, the Treasurer's Office provides banking services for the City and is responsible for the selection of the City's depository bank. The Treasurer's Office also manages the unclaimed funds program in accordance with State of California statutes and manages the City's bonded debt, including the City's three Community Facilities (Mello-Roos) Districts.
