The Housing and Neighborhood Services Department’s Mission is to promote healthy neighborhoods by providing services and opportunities to enhance the quality of life for the citizens of Oceanside and serve as a change agent in building strong families and safe and connected communities through people, programs and quality affordable housing.

The Department offers a wide variety of programs and services that serve to enhance the quality of life by strengthening community image, neighborhood safety and security, supporting economic development and environmental resources, promoting health, wellness and recreation, fostering human development and increasing cultural unity and community problem solving for people of all ages through two Divisions: 1) Housing; and 2) Neighborhood Services.

People earning a low- to moderate- income – up to 120% of the area’s median  income – can qualify to live in affordable housing communities. Anyone who has a qualified income, meets minimum credit qualifications, passes the background check and meets other eligibility criteria can qualify to live in affordable housing.
